"Call the police" is 打電話報警
"DIAL 999" (DIAL not DAIL) is 打999号

Report to the police" or "Notify the police"

"Call the police" is better because the emergency number is 999 only in Hong Kong.
In North America it is 911.

You can dial 999 for the police.(其實若真的有事發生,基於救人救火等,我們都會自己打而不是叫人打)

Yes you can but dial 999 is better.
You can say "Call the 999 emergency hotline".
