What is Poverty Line?

“The Organisation of Economic Cooperation and Development” defines the poor family as
The average personal income of family is less than 50% of the median of domestic personal income.

According to the data of Census and Statistics Department, the last year median of domestic personal monthly income is HKD5,000. Thus, the poverty line of a four-member family should be HKD10,000.

What is meant by the poor line?
