I usually use Microsoft FrontPage which is included in Microsoft Office, depending on the version you have. There are no free downloads. Macromedia Dreamweaver is also a popular choice. If you are not experienced, many web hosts provide free templates and really easy procedures to set up your website. If you don't need a fancy one, you can type something in Microsoft Word and save that as a website (*.html or *.htm).
Also, there're many free website builders available for download. For example, just go to a download website,
www.tucows.com,
www.downloads.com, etc and search for webpage editor. You'll get many matches. If you don't know html, then you want to get the WYSIWYG (what you see is what you get) editor. The interface is all click and drag -- simple to use!
