past tense and present perfect tense

There is a question about present perfect tense and past tense:

Question: Since 1995 David ______(start) to teach English in this school.

Which answer below is/are correct?
1) has started
2) started

A) 1 only, B) 2 only, C) both are correct, D) both are incorrect
更新1:

Thanks very much. I am also thinking about the meaning of START. We cannot say David started teaching from 1995 and up to this moment he is still on the START state. But I cannot find a solid answer yet.

'has started', present perfect tense, 即由當時到現時依然在進行中的事情
david 因95年到而家都仲係教緊書, 所以用present perfect

started 係past tense, 只係話當時(in the past) 做過的一件事, 如果david 只在95 教過書, 之後冇再教, 就可用past tense

咁點知david 係由95年教到而家呢? 係因為個"since" 字
呢個字係一個提示
話俾人聽由past 到而家david 都係做緊個樣野, 所以就用present perfect tense.
仲有其他字都係提示, 例如 yet, for xx years, 等等

I'd say that they're both wrong.
[Since 1995 David has started to teach English in this school.]
This sentence make little sense. It'll be better if it is:
[Since 1995 David has taught English in this school.]
Yet you failed to point this out.

SINCE 代表由當時(1995)到現在, 而present perfect tense 形容的動作正是一個由過往開始到現在的動作
