By considering fresh water as pure water, the freeze point is zero degree. On the other hand, freeze point of salt water is higher than zero degree. Therefore, if we put the same temperature and internal energy fresh water and salt water into a freezer, fresh water will freeze first if the same rate of heat exchange happened.
