No right at all.Since that is a gift, there is no obligation for A to pay B. B therefore cannot initiate any legal proceedings against A.

B has the right to ask A to encash the cheque OR sue A via civil proceedings. No matter the cheque is a gift or payment kind, issuing a cheque is a promise.
