I think you mean CSU LA. It is an average university. Of cousre, compared with UCLA, it is not good.
In Californoia, University of California (LA, Berkerley, Santa Cruz, Irvine, etc.) are all top tier univrsities. CSU are, 2nd tier universities. In other words, UC are research universities (like HKU, CUHK, HKUST in HK) and CSU are teaching universities (like HKBU, Lingnan, etc.)
