1. Energy is stores in a given volume of gas in the form of kinetic energy of the gas particles.

Under the same condition of temperature and pressure, two different volumes of a gas have different masses, and hence have different number of particles. The one with greater volume posseses more energy because of more particles present in it.

2. This is rather an economic problem than a physics question. I think you need to know the percentage of China's energy consumption in that of the whole world, and the expected percentage change in the next 10 years.

If China would progress in 10 years to the consumption of 3 tonnes oil equivalent (toe) per capita per year, what would be the world’s energy budget for 2016?

The oil consumption in China will greatly increase in 2016 compare with 2006.Because the oil consumption is larger a lot, so the cost of oil will increase a lot automatically. Since China would progress in 10 years, the other counties are also need progressing, oil will become a popular energy. The demand of oil is larger than before. On the other hand, the consumption of oil is large so that the resources of oil will fewer conversely. Oil consumption for 2016 will larger a lot than the other types of energy. Due to the economic growth, the price of oil will increase. For the other energy, coal has a competitive trend with oil because it is also the main energy sources in the coming 10 years although unclear energy and hydroelectricity and natural gas may be developed next 10 years. To conclusion, if china would progress in 10 years to the consumption of 3 tonnes oil equivalent per capita per years, the rate of global energy consumption should be higher than 25% or above .Which means maybe around 13000 tonnes oil equivalent.
