There are ways to minimize the risk, such as:

1. Don't accept payment over $250, or it requires a physical shipment proof.
2. Use shipping method which requires a sign receipt.
3. Don't ship to countries like Ukrine, Vietnam, Brazil....

Business in HK can also have lots of fraud problems. The online busines is just as bad as the offline one.
