Oh this is a good question. You definitely need not to cut the string before handed for restringing.
As it depends on whether your current string is broken or it is no longer playable and need to be restrung. If it is broken, then be careful as if you don't know how to the cut it. Let say you cut all the Mains and then the Crosses, then will excert excessive stress/force in one dimension of the racquet, and it might chance to hurt the internal structure of the material leads to micro-crack which is not easy to detect by human eye.
As I saw some people even only cut the Mains and try to restring the Crosses only. This definitely is crazy. That's why those kinds of 6-clamp stringing machine is so important, as it will give full support on the racquet hoop while stringing.
Anyway, my answer is 'NO'
