Generally speaking

You can apply for degree programs offered by local universities if you have extensive experience in a specialised field and is over 25 years old, given your language skills (exam results like ITLES; or other exams required by the institute) met the entrance requirement.

Usually an interview is needed, in some cases an exam will be set too.

This should be the quickest(while not quite easiest) way.
