Workstation and Server is a quite misleading concept now.
In the old days, most PC are workstations. File server is a computer installed with Novell File Server operating system. And, this kind of server is termed as file server.
However, nowadays a [server] is refered as a server program. Be more specific, it is a program listening to a specific TCP port. Therefore, any PC which is running a server program listening to a TCP port can be called a server. As a result, any PC can become a server to serve others.
In the office, usually those PC on your desk are referred to workstation. Those inside server room are referred as servers. Those so-called servers inside server room will have operator doing regular backup. Those PC inside server room will be the same as the PC on your desk, some may evener be a very old model with [functions] weaker than your desktop PC !
For your case, the main point is NOT to find out whether a [workstation] or a [server] is needed. Instead, what functionality is needed. Image processing needs fast CPU. 24 hour [hot] backup needs RAID. For file sharing, just a Win 9X can do file sharing.
