i think the most basis thing is that u can do a decription essay or compare and contrast one.

first paragraph u can talk about what is government postition in society now and then u start focus on one department.

2nd paragraph i will talk about the advantage of that government dep. and search the new for some information to support your idea for example the water pipe was broken and then the 水務署 people work effciencly and effectively, the pipe was fixed in a short period of time.

3 rd paragraph u can talk about the disadvantage of that governemtn dep. and find something to support your idea like the 2nd paragraph but this time search about disavantage.

in concludsion u can talk about the improvment that can be made inside the dep in order to provide better services and greater reputation. and so on lar
