Can a HK PS3 play games from other countries?

I want to buy a PS3 in HK and would like to know if that could play PS3 games from other countries? Example if I buy a HK PS3 can I play games from America or Europe? Because like PS2 you cannot do that... As I am studying somewhere else I would like to still buy a PS3 from HK and bring it back to play so I will be buying some games that are not from HK or Jap...
