I got the same experience before.
I checked the cheapest way is to return the goods from the transport company.
Please be reminded all the garments should not put the hangtag or price tag. China goverment will not allow the ready goods ship to China without paying the tax.

You have to repack the box (limited the box weight) and they will offer the box.
They cannot return all the goods at once !!!! Because they have to split out the garment each times to avoid the customs checking !
