but u need to get recommendation from somebody, say ur class teacher or teachers or principals.
you should get your testimonial from the school..
and u better sit for the exams of the respective country, e.g. SAT in US, GCE in UK...
u can take the exam in HK...
u apply as international student in this way...

or maybe u study for a while in that country and get into those uni. through their system...
