Organization's strategic, operational and tactical plans must be mutually supportive and linking together. Traditionally, strategic plans emphasize top-down approach--senior executives develop goals and plans for the entire organization. Operational and tactical managers receive those goals and plan from top executives then they will develop business, functional plans with respect to the strategic plans.

For example, a strategic plan and goal would say to sell fresh and highest quality foods that also offer high value for customers.
Then its operational goal and plan may focus on offering high degree of ingredients, freshness, taste, nutritive value, safety, and appearance that meet or even exceed customers' expectations, including guaranteeing product satisfaction.
At last but not least, a tactical goal and plan may include store environments that are "inviting, fun, unique, informal, comfortable, attractive, nurturing and educational" and safe and inviting work environments for its employees to delighting customers.
Tactical plan is acting as catalyst in facilitating the quality foods are being sold at the best in-class.

Strategic planning consists of the process of defining objectives and developing strategies to reach those objectives. By labelling a piece of planning "strategic" we expect it to operate on the grand scale and to take in "the big picture" (in contradistinction to "tactical" planning, which by definition has to focus more on the tactics of individual detailed activities). "Long range" planning typically projects current activities and programs into a revised view of the external world, thereby describing results that will most likely occur. "Strategic" planning tries to "create" more desirable future results by (a) influencing the outside world or (b) adapting current programs and actions so as to have more favorable outcomes in the external environment.

Strategic plans typically look 5 or more years into the future. They differ in this respect from tactical plans (sometimes referred to as functional plans), which look 2 to 4 years into the future; and from operational plans [such as budgets] which have an annual scope.
