The size and weight of check-in luggages depending on your ticket... As even in Economy Class, some ticket allow 20kg while some 23kg and others 30kg... If you are holding a paper ticket, it should have on there the allowance you got for check-in luggages... But you can always call the airlines and they will tell you by your booking reference as there will be the information...
Regarding to hand carry, there are 2 different regulation... For flights into EU, normal allowance are allowed by which means 1 piece of hand carry which DOESNOT include a laptop computer if you have one... And the hand carry means the hand carry bag that you carry and store in the overhead locker... So usually if you have a small hand bag, the staff wouldnt count that as a hand carry... But for flights out of EU, a special regulation apply due to the additional security required after the terrorist threat, and now only 1 piece of hand carry are allowed to carry... And that 1 piece of hand carry means 1 item of your personal belonging which include a laptop and even small hand bags...
By which means, flying into Europe, you can have a laptop plus a bag... But when you get out of Europe, you only allow 1 piece (although you can put your stuff into you laptop bag which will count as 1 piece)...
