Let $M be the amount of money Tom invest in funds, them the amount of money Tom invest in shares is $(100000-M)

0.15M+0.25(100000-M)=19000
0.15M+25000-0.25M=19000
0.1M=6000
M=6000/0.1
M=60000

So, the amount of money Tom invest in funds is $60000

Let x be the amount he invested in funds, then the amount he invested in shares is 100 000 - x

x*15% + (100 000 - x)*25% = 19 000
0.15x + 25 000 - 0.25x = 19000
25 000 - 0.1x = 19000
0.1x = 6 000
x = 60 000

He invested $60 000 in funds.
