Depends on what kind of information you have access to. Your average person won't be able to go much farther than finding out the ISP and (possibly) geographical area the person using the IP address is from. The reason I say possibly is because a lot of the time my IP address reports me as being in San Leandro, which is actually about an hour's drive away from my house. The reason for this is the way SBC routes my connection. The router that my IP address is coming through is in San Leandro. So other than finding out that I have SBC, knowing my IP address wouldn't get you much. Again, that's an average person.

If you work for an ISP, government agency, maybe even someone in the anti-piracy or entertainment industry, you could theoretically have access to more information. MaxMind provides a number of tools that can be used by business for various IP-related tasks. There is a free lookup service that you can check out as an example of what you can find out as an average user.

IP Address over Internet would only provide you with the Internet Service Provider (ISP) details
Such as ISP Name, Location (mainly the city) and country.

You would not be able to get the User's Name, address and phone number.

Its a good way to start. The place lets you to do a no cost phone scan simply to find out if any telephone data is there. This basic alalysis is done without cost. For a full detailed report its a modest payment.

Here's Reverse / Whose Number Lookup page. If you're talking about cell phones, you usually have to pay for that. I've had pretty good luck just using Google a phone number to find out who's calling. If you are researching a quantity of numbers, though, I suppose, you might want a service. I can't imagine why the average person would need to research a quantity of numbers, though, so I assume this is business-related, and it then seems only fair that you pay for a service. But maybe it's not.

Despite popular belief of many "cisco computer technicians" I have met, it's not possible to look up the name and address of another person with their IP-address. All you can find with those IP-address lookup pages is the next internet hub closest to that person's place. I suggest changing your phone number and email and going to your local police to ask about advice. A court can indeed look up the name of that person if you are not afraid of taking legal action against them.

If the user uses a proxy, the IP address you got may not be the real user's. For example, many AOL users may show up on your web site with the same IP address, which is actually AOL proxy server address, not the end users'

The law enforcement people with proper procedures, they may have the right to work with the ISP to track all the way to the computer on the other end, but still, we cannot be sure who may be behind the computer. The computer may be controled by some hackers remotely....

Not necessarily. But sometimes if you snoop around enough you can uncover some information about the person.

An IP address is simply tied to one computer, it is not necessarily associated with the person you are seeking.
