yes, all dog belongs to Canis lupus familiaris, and all dogs can be cross-breed and produce offspring.

for human, we also have different 種! e.g. chinese is yellow skin with black hair and eye.
but like dogs, cross breeding is common as transportation is easy in this few hundred years.. it's difficult to have pure-white.
