They are not security staff... As airport security is on the hand of government to place airport police around the airport... But there are a limited number of security staff at the airport which are outsourced by Airport Authority to be on duty at and around the arrival hall... And you will see more of them when there is a important person arrive at Hong Kong...
The staff you see on the TV programme are staff working for the Airport Authority... And the responsibility are to help tourist around the airport to find their gates and also answer their questions... And now, at Hong Kong airport, there are even tourist information counter at the airport Departure level to assist passengers to their check-in...

But for the firing into the sky job... It is responsible by a group of people and they are to fire into the sky to scare the birds to ensure that aircraft taking off or landing would not be affected by these birds or having birds flying into aircraft engine... This job doesnt have to go out regularily, but from time to time when they receive message from Air Traffic Control or aircraft that there are a large group of birds, then they will have to go out and to scare them...
And other front line work for Airport Authority include staff that take care of disable passenger to transport and assist them to and from the check-in to the aircraft...
But now many job are being outsourced already to specialise firms... But for stuff like customers stuff and assistance are still being done by Airport Authority itself so they have a easy control and maintain the high standard...
