Your question is a legal question, all other answers above were wrong. One should have enough knowledge on the law and its applications. However, the others were wrong. They do not have legal knowledge that you are a Hong Kong permanent resident, Unless you were living in USA for many years, however, you only had a student visa in USA. your USA status will not be recongised by HK Government. You need to apply a driving licence without test by using your USA driving licence. It takes 7 days for proceeding. Of course, you ned to pay. ( not too much by all means
However, you cannot drive in HK with your USA licence because of your HK permanent resident status. If you are Americans , it is.

I recommend you come back and apply the HK licence immediately from HK Transport Dept. You do not need any test, just show the passport and your school record in USA. It can be OK. However, it takes 7 days for application.

It does not matter when you got the US driving licence. The main concern to exchange a HK licence is that you must normally live/study in USA for more than 6 months. Some holidays back to HK during that period did not matter.

持 有 海 外 駕 駛 執 照 的 人 士 欲 在 本 港 駕 駛 ， 可 採 用 以 下 其 中 一 種 方 法 :--

(a) 申 請 免 試 簽 發 正 式 駕 駛 執 照 ；
(b) 申 領 臨 時 駕 駛 執 照 ；
(c) 如 屬 訪 港 旅 客 (即 抵 達 香 港 ， 但 不 在 港 居 住 超 過 十 二 個 月 的 人 )， 可 憑 所 持 有 有 效 的 海 外 駕 駛 執 照 或 國 際 駕 駛 許 可 證 駕 駛 。

3.1 申 請 免 試 簽 發 正 式 駕 駛 執 照
3.1.1 申 請 資 格
持 有 附 件 3所 列 的 認 可 國 家 或 地 方 所 簽 發 的 海 外 駕 駛 執 照
海 外 駕 駛 執 照 必 須 ：
(a) 仍 然 有 效 或 有 效 期 屆 滿 不 超 過 三 年 ； 及
(b) 是 在 簽 發 國 家 或 地 方 成 功 完 成 有 關 的 駕 駛 考 試 後 獲 得 的 。

你 申 請 的 車 輛 類 別 必 須 為 該 駕 駛 執 照 簽 發 國 家 或 地 方 授 權 你 駕 駛 的 類 別 。
符 合 以 下 其 中 一 項 規 定 :
(a) 該 執 照 最 初 是 你 在 簽 發 國 家 或 地 方 居 住 不 少 過 六 個 月 的 期 間 內 的 任 何 一 日 簽 發 ； 或
(b) 在 緊 接 申 請 前 已 持 有 該 認 可 國 家 或 地 方 的 執 照 不 少 於 五 年 ； 或
(c) 持 有 該 執 照 簽 發 國 家 或 地 方 的 護 照 或 同 等 的 旅 行 證 件 。

You need to apply for an international driver license at the Department of Motor Vehicles in the US. You can drive in HK with an international driver license. You can also get a HK driver's license from it ,too, by paying a fee. That's how I got my HK drive license. I hope this helps.
