I was told not to say a word on the issue. 這句話是否有文法上的錯誤?

Grammar is correct but it can be improved.
Different from Chinese, negative sentence is not very common.
To change it into a positive sentence, you may say:
I was told to remain silent on the subject.

The sentence's grammar is correct!

I WAS TOLD ---meaning you were being told in advance, that's why it is in past tense

SAY --- is present tense because any verb after "to" has to be in present tense
