You can take IELTS test. You need 6.5 overall with no band less than 6. It is an international test. It recognizes internationally but the score is only valid for 2 years.
TOEFL is not recognized in HK. Don't take TOEFL unless you don't want to study anywhere but USA, Canada, The Caribbean and Latin American countries. It contains too much American slangs. I tried TOEFL before. I only got 150 in the computer-based test. It is not really suitable for HK students.

If you have taken the IELTS and passed the "6.5 with 6 in all skills" requirment, don't take the UE exam.

It only tests your 4 big skills -- listening, speaking, reading and writing. Language systems will not be tested but the writing section can test your grammar. It is much better than the UE.
