Most of the times, yes, but not neccessarily ture for all cases. It mainly depends on how many payment methods the web site supports on the net.

For example, in HK, IF we further enhance and modify our Octopus card, we can online purchase by merely submit our Octopus card number. Certainly, we have to enhance and modify this system by solving some problems such as authentication, verification, legally issues, etc.

Morever, we can buy some "virtual tokens/coins/money" offline from the site (e.g. go to its office to pay money and get this "virtual tokens" and then when we visit its online shopping site, we can buy products and services by submitting our account and token information.

In US, there're some banks providing this virtual wallet services and ppl no need to submit their visa card information online.
