If the EXIF meta data contain key like "35mm focal length" than sure it is multiply with the crop factor. However if it is not, you have to guess it.

You can guess by if the focal length is standard or not, say if it using 28mm len than the focal length value with crop factor is 42mm, and for 18mm lens then the focal length value with crop factor is 27mm. However, usually there is no len like 42mm or 27mm. So you can guess that from the value match standard or not.
