I lived in West Palm Beach, Fl. the last 10 years (92-2001), there are a lot of tennis courts & we are free to play in any colleges with tennis courts. cool, uh??
Okay, back to your questions:
1. Tennis, like swimming & riding bykes, which you won't forgot how for the rest of your life once you learnt, somehow it will get rusty in some way. But I'm sure you can get out of it after a certain times of playing.
2. You souldn't care too much about how good or how bad the first time you play after one year stopped, you'll find your touch time after time of play for sure.
Hope you can find your racket working & improving your skill if you are staying in a right state in USA for tennis. (hope it's not NYC)
Good luck!

Good for you to have chance to train in the US. I can share some of my experience 20yrs back. First, join your high-school team, and then try to find some local club (there must be one near your neighbourhood). If you commited yourself enough, then you can continuous your participation after you attending college.

Be frankly, I had similar situation as you, as I was one of the junior in HK back in early 80's trained in Jubilee (now is HKSI), but my parent decided to send me overseas when I was only 14. First, I joined my high-school team, and played for the team couple of years. However, after entered college, I also joined the college team but only able to be R2 (2nd reserved player) played in NCAA Div II. But this was really a good experience, as the training in US (college school team) is so advance and systematic, but tough. It really esculated my game to another level, but still not good enough as a part of the core. As I was so commited, I also participated some local club league, and got my USPTA coaching license, and really widen up my vision.

Now, I am a business-man in HK, but I still actively playing tennis as my core sports. I almost hitting daily, and coaching kids during my leisure time.

Anyway, US is one of the most advance countries in tennis in the world, Don't have to worry about of no chance to play. Looking around, and may be you can check with some of your friends, schoolmate, or even neighbours to see there is any local club around.

Am I answered your question?

You won't get too rusty after one year.
I hope you are not in the cold area of U.S. because you can't play much if it snows. Unlike H.K., winter is the raining season in most part of this country.

Welcome to the United State and enjoy the free tennis courts at most public parks and schools.
