how to encode chinese character in gif?

If you have the character onscreen already, in the size and weight you like, on windows, take a picture of the screen using Ctrl+PrintScrn (PrintScrn is usually next to Scroll Lock on the IBM-101 keyboard layout).

Open pbrush and paste the image (the full screen) in, and then slide, crop the image to just the character. Then save this image a GIF. NOTE than GIF files are limited to 256 colors, and PNG is a newer, more useful format for web-based non-photographic images.

If you use Windows, you can open your Paint application from Accessories, select the text tool, and cut and paste the Chinese text into the text area (make it big enough).

If you have difficulty doing that, you can use Print Screen key to capture the screen and paste it into Paint and save it as .gif file.

Or you can install the freeware http://irfanview.com/ , run it and just copy and paste Chinese text into it and save it as gif. (I like this myself because we use juse only two color to have small size of .gif file) Tip: you should manually wrap the Chinese text before you paste into IrfanView to make it look good. IrfanView has many great features for you to create great images.

If you use Mac, you can do similar screen capture and paste it into an image editor to save as .gif.

If you want to encode characters into a GIF (or any type of data into any other type of data for that matter), you would be instituting steganography.

However, I am not sure if this is what you are trying to accomplish. If you mean creating a GIF which visually displays Chinese characters, then I would suggest using a photo editing program.
