That is because person A mentioned that he/she IS GOING TO invite Louise over for dinner tonight, and asked person B "if you fancy it?"

Then the reply from person B would be Are you? (referring to the statement that person A IS GOING TO invite Louise over for dinner, which is a plan going to be carried out, kind of future continuous tense)

simple past tense can be use for future that you have decided or you have arranged to do something.

Do you? That would be lovely - what time?

NOT will you
will you = you want to do something,but haven't arranged it.

c. Do You (Simple present)
