香港現行的政策公平嗎?

Selling cigarettes is not the same as selling illegal drugs. If the government has laws todeclare that selling cigarettes is equivalent to the selling of illegal drugs, cigarettes selling then must be banned. It depends on how cigarettes are classified under the law.
