are there any way to use 2 1.5 V AA battery andincrease dc voltage to 9V or 12V?

That's impossible.Since the maximum voltage given by the two 1.5V cells
is 1.5+1.5=3V
However, you are certainly not able to raise the voltage to 9Vor even 12V.
