1 is related to "what to produce". Under scarcity, Adidas has to decide what it should use the limited resources to produce, and the decision to use resources to make brand new shoes means that it is decided to produce less on shoes of existing brands.

2 is related to "for whom to produce". 直資學校 decides the allocation of grants, and who should take this extra resource.

3 is related to "what to produce". Devoting resources to the constructin of Disneyland means less will be availble to other infrastructure.
