It's what called an undefined answer.
Rules for division state that:
a) Any number divided by itself is 1.
b) Any number divided by zero is infinity.
The case of 0/0 is a special one, of course. You can't use either of these rules without breaking the other.

In reference to what? If it's sports it means nil all and no one has scored yet. If it's maths it's 0.
