The carbon dioxide produced by the germintating seed is not abosrbed by the NaOH, so the total volume of gas inside the tube is the same, so the position of the liquid remains the same.2a. To make sure there is enough space for the liquid to move when there is a movement.
b. Use a needle to inject liquid and hence adjust the position
