雖則經歷了差不多九個月與「聯合國高級難民專員」的長時間討論, 這個篩選制度 (官方譯作「決定過程」) 仍未能就阻嚇船民湧來香港或維護香港的關懷人道立場起作用.

註:
1. 原文的 experience 感覺有點多餘, 所以用了「經歷」算了.
2. 「聯合國高級難民專員」是 UNHCR 的直譯. 我沒有時間去考證實際的中文銜頭(如有的話); 麻煩你自己了.
3. boat people 是指「乘船逃難的難民」, 此處用了「船民」讓句子簡短些.
