Totally 17 governors had governed HK.The governor contributed most was MacLehose (1971-1982), as he laid down the foundation of public welfare system and of the grant of greater freedom to the Chinese.
The least contribution were Murray as he angered the Chinese during the 1910s as he ignored the demands of the Chinese.
