The question needs further clarifications!
One - what does 'future' mean? It is a short-term one (i.e., 1-3 years) or long-term one (over 5 years)
Two - what does "勁過" imply? economically or intellectually or simply tourism?!
Third - the answer to this question will critically hinges on the assumptions about the future trend and policy that may be pursued by these two governments!

Anyway, if I confine the time-horizon at long-term (i.e., 5 years+) and in terms of GDP figures (instead of tourism or gambling industry only!), my answer to this question would be "NO". It is because financial services have a better capability of generating growth impetus and of providing growth sustainability. Think about it - even the gambling companies do not pay for the construction of the building at full and they require financing from financial institutions at their initial investment. I must admit that the gambling industries in Macau do bring in alot of revenue to the economy. However, the competition will become increasingly fierce and the market will become increasingly saturated. Some may counter my arguments by suggesting that there is a huge customer base from China. But again, think about it, the customers from China (assuming they are quite wealthy) will have the curiosity and incentive to visit gambling companies overseas once they have visited the ones in Macau for several times!
