It's because the heat in the water is giving more energy to the substance to break the bonding between molecules. When the internal energy inside a molecules is so high that is not as steady as in lower temperature. That's why it desolves easier in hotter water.

How ever, for gases, as in general their weight is lower than water, when these gases is having an even higher temperture, they escape from the solvent even easier. That's why gases desolves in coller water easier.
