葛量洪爵士 (Sir Alexander William George Herder Grantham)
Grantham was born on 15 March 1899 and was educated at Wellington, Royal Military College, Sandhurst, and Pembroke College, Cambridge.

He was gazetted in the 18th Hussars in 1917 and joined the Colonial Administrative Service in Hong Kong in 1922. He was the Deputy Clerk of the Legislative Council of Hong kong for a short period in 1933. In 1934, He was called to the Bar at the Inner Temple and attended the Imperial Defence College later that year.
Grantham became Colonial Secretary of Bermuda from 1935 to 1938, and of Jamaica from 1938 to 1941. He then served as Chief Secretary of Nigeria from 1941 to 1944 and as Governor of Fiji and High Commissioner for the Western Pacific from 1945 to 1947.
Immediately after his tenure as High Commissioner ended, he became Governor of Hong Kong, until 1957

柏立基爵士 (Sir Robert Brown Black)
Sir Robert Brown Black served in the administration of Britain's colonies for more than 30 years. During World War II, he spent several years in a Japanese prison camp in Malaysia.
After the war ended, he returned to the colonial service and served in North Borneo and Hong Kong before moving on to Singapore as Governor (1955-57). Subsequently, he became Governor of Hong Kong from 1958 to 1964.
During his governorship, Hong Kong became increasingly prosperous, despite the fact that hundreds of thousands of refugees were illegally crossing the border from mainland China every year. Although this influx placed an enormous burden on the colonial authorities, Black repeatedly appealed to the British Government for help in housing the refugees. In this, he was largely successful.
During Black's administration, Hong Kong also experienced severe drought, with water available for only 3-4 hours per day, creating a certain amount of hardship.

戴麟趾爵士 (Sir David Clive Crosbie Trench)
In 1950, Trench became Assistant Secretary to the Deputy Defence Secretary for Hong Kong. He eventually held the office of Deputy Financial Secretary in 1956 and Commissioner of Labour and Mines in 1957. In 1958, Trench studied at the Imperial Defence College in London, England.

Trench served as Deputy Colonial Secretary of Hong Kong between 1959 and 1960. He left Hong Kong to take up the office of High Commissioner for the Western Pacific Territories between 1961 and 1964, only to be appointed Governor and Commander-in-Chief of Hong Kong between 1964 and 1971.
