Many of these breeds have skin conditions.
Have you had it checked by a vet? If not, do so...
Depending on where you live, like me in the south we have many skin disorders that cause skin infections and makes the dog feel horrible from scratching...
It can be dry skin or fleas or allergies...
But if you love your pup.. Have him checked out

Try special shampoos from the vet or find one with Tea tree oil as a main ingredient. As said before me it could be a number of reasons and you should go to the vet if it is bothering him/her.

I have a 3 yr old pekingese, and he always has skin allergies, mainly in feet and around the eyes. The vet tells me that this is normal in this kind of dogs, mainly if always having them outside, and they are sensitive to climate changes, therefore sometimes tend to shed a lot. The vet gave me some cream and spray for the allergies, and they worked good, so take your doggie to the vet. Also giving him a teaspoon of olive or flaxseed oil every day with his food will help him to get better hair and skin and shed less.

Have you tried bathing him? It could be fleas, a rash or allergy and/or he's just plain dirty. It could be he itches, We itch too and we need to scratch or be scratched. Allergic reactions to detergent, soaps, softeners, creams, talcum powder, foods, etc. create insufferable itches in some people and animals. I had a dog who was allergic to mango trees when in bloom. Take him to veterinarian, don't speculate before it turns into something worse.
