1) First thing, it was working before you arrive and that you are not doing a clean installation?
2) I assume you are not utilizing a 3rd party POP3 Connector software?
3) Who is hosting the email?
Exchange 2003 by default does not utilize POP3 Connector. It sounds like you got Exchange as the direct Internet mail server (All emails are going through the Internet right into Exchange without any storage of any sort in between like hosting email server).
1) Confirm the hosting company (who provided the domain name) is pointing mail relays to your Exchange server (assume it is acting as an Internet email server)
2) Since it is not working for inbound, check your virtual smtp Server setting
3) Confirm your Server IP Address is in the allowed for Relay list for your Virtual SMTP Server setting
Not enough information to go beyond that but you should check those 3 and confirm they are configured properly
