I think she's lucky, naive, and trusting. I love fruits basket, but sometimes, Tohru can really grate my nerves.
First, she's only going to highschool because her mother wants her to know what it feels like to hold a diploma in her hand, but all she wants to do is get a job after highschool.
Second, if you read the manga, someone mentions that the school she goes to is a bit too high-level for her. It's not the one failing mark she got. At some point in a blurb, Natsuki Takaya mentions that she's a bit in over her head.
Then of course there's the way she meets Haru-kun. She drops out of a school-sponsored health run to make sure he's okay.
She would rather be in pain with the all-too-cute Kisa cub biting her than give in to her reflexes and pull away. And she is constantly being nice to Hiro, including a time she avoids saying "Mom" "Mother" or whatever because he thinks she has a mommy complex, only confusing everyone else, yet it never is enough. She almost made Kisa hate Hiro, which would have probably inspired him to kill the girl that knows too much about his family, but then again, I'm morbid.
One of the scenes that proves of Naivete is when she sneaks into the "Inside" to see if Arisa's Kureno is the same as Akito's Kureno and nearly gets caught (And probably killed) when she sees someone that resembles Kureno but isn't.
So in conclusion, Tohru is Naive, Trusting, and just downright lucky because she's managed to live with memories.
