What percentage of congressional elections are won by the candidate who spends more money on the race?

I know this would be difficult to say exactly, but I am looking for an approximate figure.

I have a friend who used to live in California...I looked at his Government and Ethics textbook once, and that figure was around 95% or so! O_O
