They don't want to wake up the giant snake that is cooking in the kitchen?
They don't want to scream and eventually break the fortune cookies?

Maybe it's so they can get your order correct. If they speak it too loud, you would get scared or upset. I mean who wants someone to yell at you while you are ordering?

lmao. umm well dont think that EVERY chinese waiter does that but stereotypically cuz im asian, my parents tend to be extremely gossip-ish. they like to make comments about how people look and stuff like that. or...it coud be that they just don't understand

good god, where i live... right in TAIWAN, it's more like the waiters are SHOUTING at you than whispering! i can say the same for hong kong and china, the homeland of chinese waiters, hahaha!!

it's so very untypical of "authentic chinese waiters" to whisper, you know.

It's respectful in many cultures to speak in hushed tones. I think that's probably the reason.

Maybe they're uncomfortable with speaking English and don't want to be embarrassed in public.
