It has always been easier to mobilize national sentiment by simplifying complex issues into the personality of one person. To the British government, Napoleon was bad because he was throwing Europe into economic chaos and military turmoil mainly for his own ambition. This is the same reason why there are sarcastic cartoons for any issue.

The same reason the Americana's drew so many of the German's and Japanese during World War II.

Satirism has always been a tool of international politics. Don't forget in those days there was no T.V or radio for people to have a go at their perceived enemies so they would use cartoons instead.

because back then it was fashionable to mock your enemy's leader unlike today when people mock their own leaders.
