Make sure your virus protection is up to date, then scan for viruses. Install a spyware removal program and then remove all spyware.
Sometimes another program will make your computer freeze up, as they can conflict with other programs. Especially the ones downloaded from the Internet. Try removing any programs that you added around the time you noticed the "hang ups." After, use the hard disk clean up utility, and then defrag. restart your system and see if it continues.
If it continues, use the System Restore utility to roll it back to an earlier time when it did not freeze up, and then try it out. You may need to find a good restore point and that may take a couple of tries. It takes a few minutes to do, so do it when you get a chance.
P.S. Your P3 should be fine. I have an old computer with a P2, true it's not near as fast as the P4, but it is fine if it works for you, I would not change it. I have found that most programs that say "must have P4" still run, but there are a few that will cause problems. And, note, one of the installed programs could be your problem, as I mentioned above.
My older computer uses Win2000, also.
