Should a section commenting on the Q and the A chosen or voted best answer replace comment section provided?

Also shouldn't the number of characters allowed in the Question Box be increased to a more reasonable allowance of 240-260 characters. I could not fully spell out my question with the current character allowance of 112 characters and had to resort to abbreviations. Your character allowance is so limited that it probably encourages texting which, in my opinion, is a deplorable debasing of proper English.
